Title:	愛國獎券與近代台灣社會

Abstract:	愛國獎券，是政府遷台以來一項重要的財經政策，從1950年到1987年，愛國獎券在台灣接連發行了37年，共計1171期。後來，由於一種依附愛國獎券而生的「大家樂」賭局，釀成嚴重的全民賭風，因此政府下令，自1998年元月起，停止發行愛國獎券。其後，當政府在財政上遭遇困難之時，這種「愛國獎券」類的政策，總會受到執政者的青睞，儼然成為挽救財政、振興景氣的「特效藥」。然而，此類彩票型的公共政策，勢必牽涉到道德與經濟相互抗衡的問題，如何在兩害相權之間取其輕重，著實考驗執政當局的智慧與能力，此亦本文所要揭櫫的主題。文中起首，略述政府遷台初期為圖挽救財政的幾項經濟政策，並討論愛國獎券發行的背景；其後，則概要地分析了愛國獎券發行之後對社會造成的種種影響；文末則以愛國獎券為台灣社會所帶來的正反效應，以及愛國獎券為何不得不被迫暫停發行的種種因素加以分析，以期對此項政策，作一回顧與評述。
