Abstract:	南京國民政府省政府委員群體是全省最高權力機構的行為主體，是被中央精心挑選出來維護統治的高級官員群體。這一特定群體的整體素養，不僅直接決定省政機構的運作機制，而且對政治穩定產生不可估量的影響。從1927-1937 年江蘇省政府委員群體年齡、籍貫、學歷、任職前經歷等方面來看，其群體整體上以中年為主，以江浙籍為核心，學歷教育層次較高，任職經歷多元化，是比較符合現代化趨勢的重要官員群體。但因派系等諸多因素，其群體實際效果並不良好，難以承擔革新地方政治和提高行政效率的歷史重任。
