    Abstract: 被視為「文化工業」與「大眾文化」的視聽媒體部門，基於其商業性或通俗性，因而被傳統的文化政策排斥在外，但隨著視聽媒體的影響力日增，歐洲各國在文化政策的制定上，逐漸將視聽媒體視為文化政策的重要對象之一。而自1997年開始，我國的國家級藝術文化補助機構「財團法人國家文化藝術基金會」也將視聽媒體創作列入補助對象，視聽媒體創作正式被納入文化藝術的範疇，是否意味著臺灣文化政策中對「通俗文化」與「菁英藝術」的二分法已經逐漸瓦解？ 本文以國家文化藝術基金會的視聽媒體補助政策發展和執行過程為基礎，探索與回答以下問題：做為臺灣負責文化藝術補助的主要機制，國家文化藝術基金會是在何種「文化藝術性」的認定下，將通俗娛樂產業定位的視聽媒體創作包含進來？而此一補助政策對視聽媒體創作產生了何種的引導和結果？ 從國家文化藝術基金會的案例顯示出，臺灣文化政策的範疇已經開始拓展，並將過往被視為大眾文化的形式納入，視聽影音產品已被視為文化藝術的一環，但深入其補助結果來看，國家文化藝術基金會仍側重具有社會批判性或是藝術實驗性質的視聽藝術作品，而非較具有商業市場潛力的劇情作品；換言之，「菁英藝術」與「通俗文化」之間仍壁壘分明；同時，也顯示出，臺灣的相關政策思維仍未能破除或調整影視藝術中對菁英與通俗的二分架構。
