Title:	公務人員終身學習時數影響因素之探討－以環境教育課程為例

Abstract:	本研究探討公務人員終身學習制度中，有關每年度應完成4小時環境教育學習時數之學習意願，是否與公務人員個人職務繁重程度、學歷高低、人員類別、個人背景及年資長短相關。研究結果發現銓敘與否（是否為正式公務人員）、服務地點及婚姻狀況，與公務人員學習意願有正相關，並發現實體環境教育訓練課程，與線上數位環境教育學習課程相比，更能有效提升公務人員學習意願，快速完成年度應完成之4小時環境教育學習時數。本研究並依據研究結果提出，增加公務人員學習意願，盡早達成年度應完成的環境教育學習時數之政策建議。 This research examines the inclination of government officials for the 4-hour annual environmental education courses and its relation with the respective outlooks—duties, educational levels, types of positions, personal backgrounds, and years of work experiences— under the life-long learning program for civil servants. The empirical results show the positive correlation for environmental education under the circumstances such as career advancement, work locations, and marital status. Meanwhile, in comparison with on-line trainings, physical trainings can effectively increase civil servants’ learning willingness and reach the 4-hour required learning hours within prescribed terms. This thus leads to our policy recommendation to heighten government officials’ learning interests for the successful promotion of environmental education program.
