    Abstract: 2019年5月24日に、アイヌ民族を先住民族と位置づけた初めての法律であるアイヌ施策推進法が施行された。歴史的に見てアイヌが日本北部の先住民族であることは明らかであるが、諸外国の先住民族とは異なり、集団的権利の主体となる民族組織はなく、先住民個人を認定するのに必要な資料も整備されていない。このようなアイヌと日本の実状に適合した先住民族政策としてのアイヌ施策推進法の意義を検討する。
    將愛努民族定位為先住民族的第一部法律,愛努施策推進法已於2019年5月24日施行。從歷史上來看,雖然愛努人為日本北部的先住民族已是十分清楚明白的事實,但與許多外國的原住民族仍有不同,他們不是作為集體權主體的民族組織,且在認定先住民個人身分方面,必要的資料也還未整備完善。本文將探討此一作為因應愛努人與日本實際情況的先住民族政策的愛努施策推進法的意義
    On May 24, 2019, the Ainu Policy Promotion Act, the first law to position the Ainu people as an indigenous people, was enforced. Historically, it is clear that Ainu are indigenous people in northern Japan. However, unlike indigenous peoples in other countries, there is no ethnic organization that is the subject of collective rights, and no materials necessary for certifying an individual as an Ainu are found available at present. The significance of the Ainu Policy Promotion Act as a basis of indigenous policy measures that match the actual situation of the Ainu and Japan will be examined.
