    Abstract: 初心,最是美好,同時也是最純粹、最原始的期盼,就像熱情一樣,它賦予我們追求美好的動力,讓美夢成真,有了工作熱情,方能在工作上全力衝刺,成就一番作為。俗稱鐵飯碗的公務人員,在穩定薪水的誘因下,社會大眾費盡千辛萬苦想要擠入公家門,成為公部門的一員,然而當真正進入這個體系,才發現其實不是想像中那麼美好,組織管理上的包庇、縱容、鄉愿以及繁瑣的文書行政流程對工作熱情產生負面影響。
    本研究以質性研究法為基礎,藉由俗民方法論,以實際進入場域之文化觀察的研究方式敘說6位公務人員在工作上的甘與苦,並藉由訪談的方式,從這些工作上的甘苦、行為模式來發現潛藏其中、隱而未現的默會知識,梳理出工作熱情消長的行為脈絡,以及在此脈絡下對組織的影響。
    本研究發現,組織管理和行政政治化會影響公務人員工作熱情,而工作熱情消退會使公務人員趨於保守,為了善盡公務人員對於捍衛公共利益的責任,建構正向組織文化與管理的重要性將有助於提升公務人員工作熱情。
    The original intention is the most beautiful, purest and most primitive expectation. Just like work passion, it gives us the motivation to pursue and make our dreams come true. With work passion, we can sprint to work and achieve success. Civil servants are commonly known for job security, under the incentive of a stable salary and people try hard to get into the public section and become a member of the public sector. However, when they finally entered it , they realized that it was not as good as they thought.
    They got frustrated by red-tape procedures, tangled relationships and vague decisions in the management.
    This study is based on the qualitative research method. It tells the joys and sufferings from six civil servants by the ethnomethodology. In this study, we find the hidden tracit knowledge in work through observation in the work environment. We can detect the behaviors behind the influences of the increasing or decreasing passion toward working in the organization.
    For the conclusion of this study, we found that the work passion of the civil servants will be affected by the management of the organization and the political situation in the administration. They become more conservative by the faded-away work passion. In order to helping the civil servants to take fully responsibility for defending the public interests, it is important to set up the positive culture and management in the organization.
