| Abstract: | 2015年6月30日，以政治素人之姿當選的新任臺北市長柯文哲發表了包含行動派出所在內的「警政三革新」政策（行動派出所、派出所整併、統一報案），其中以嶄新車輛現身，被柯文哲期許組成轄區「治安艦隊」主體的行動派出所額外引人注目，一輛廂型車要如何實現一個派出所的機能，著實引人好奇。然而在試辦了4個月後，行動派出所在各界的質疑聲浪中悄悄畫上了句點，車身的字樣被改寫成了「機動派出所」，從原本試辦的4個分局移撥由保安警察大隊統一運用，無聲地宣告政策終結。
本研究採取深度訪談方式，蒐集臺北市政府警察局業務承辦人、試辦單位松山分局資深巡佐以及試辦地區松山區當地里長的意見，由政策變遷與組織變革的角度切入分析，探究行動派出所政策的變遷過程及終結原因。研究結果顯示，行動派出所政策由於政策形成過程不同於一般政策，且因政策規劃的時間倉促，以致於政策變遷從政策規劃階段起便已發生，產出的政策與原始的政策目標出現落差，而未能獲得民眾的支持，最終走向政策終結。本研究並根據上述研究發現，提出相關建議及後續研究參考方向。
On June 30, 2015, an unexpected political neophyte Ko Wen-je was elected as Taipei City Mayor, who came up with the idea of mobile police stations. It calls "Advanced Mobile Police Station". The Core Value of the policy was designed to use a car which with a brand-new to substitute new operation method for original police station and hope mobile police stations can provide same function as original one. The Mayor Ko Wen-je expected Advanced Mobile Police Station could show a new type of police patrol. However, the trial operation only kept for four months. The Advanced Mobile Police Station suddenly stop operating, and these police force personnel turn back to the Special Police Corps.
This study was used semi-structure interviews to interview the persons who from the Division Assistant of Taipei City Police Department(TCPD) Administrative Section with designed the Advanced Mobile Police Station, and senior sergeant serviced at Songshan Precinct(TCPD), and a Village Chief of Songshan District. End of the investigation that found out the end of the reason is this policy planning of Advanced Mobile Police Station was too hastily to satisfied the policy goal of the Mayor, and this problem led to the original policy can’t keep on with in a rapidly changing world, so the police of Advanced Mobile Police Station ended with non-acceptance of residents.
At last, according to the above findings, the Study will provide relative suggestions and reference directions for relative research in the future. |
