In Japan and South Korea, new administrations were established within just a year. Under the new leaderships, people expected reimprovements of the relations between the two nations. However, what problems are they facing, and how can they reconstruct their relations? Thus, this study aimed to historically analyze the development of the relations between the two countries and to reveal that currently, these relations are entering a new stage, in which their historical perceptions are anchored by the public and judicial authorities.
In the 1990s, South Koreans started to challenge the political and legal frameworks established by the treaties in 1965, and the perception gap between the two nations has broadened for decades since then. This was possible because of the fluidity of their historical perceptions during that period; hence, they had to experience severe arguments about their history, not just internationally but also domestically. However, today, the historical perceptions of Japan and South Korea are losing domestic diversity, and the two nations have gained more confidence in their historical perceptions. Under these conditions, making any concession against them was never easy for both governments. To change this situation, new incentives must be developed, and consequently, perceptions must be compromised.
