    Abstract: 本論文では尹錫悦政権が提起した外交・安全保障分野での議題の方向性、またそれに関する対応策を中心に、米中の戦略競争態勢に対処する中で韓国が外交政策について打っている布石、朝鮮半島の安全保障情勢が取り得る方向を整理する。尹錫悦の外交政策は、韓米同盟の深化、韓日関係改善、相互尊重を基礎とした韓中関係構築を核心とする。
    まず、韓国は「韓米同盟」の軍事協力を強化するとともに米国の「インド太平洋戦略」での経済協力枠組み構築に対応し、韓米関係はさらに緊密化する方向にある。次に、尹錫悦は北朝鮮の脅威に基づきTHAADの追加配備を考え、「三つのノー」原則は合意や約束ではないと強調したことで、韓中関係はTHAADの問題が足枷となり打開が難しくなっている。このほか、尹錫悦政権は韓日首脳会談に向けた取り組みを行っており、歴史問題の中にある火種を解決する道を求めている。その一方で、韓国は北朝鮮の安全保障上の脅威を警戒し、韓米の軍事演習を再開して国防力を強化しており、対話を通じた人道支援と経済保障を提供することで北朝鮮を非核化に向けて説得する「大胆な計画」を提唱している。
    本文以尹錫悅政府提出的外交與安保議題走向，以及相關因應對策為本，梳理韓國應處美中戰略競爭態勢下的外交政策布局與朝鮮半島安全情勢的可能發展走向。尹錫悅外交政策主軸以深化韓美同盟，改善韓日關係，構建基於相互尊重的韓中關係為核心。
    首先，韓國強化「韓美同盟」軍事合作，回應美國「印太戰略」經濟合作架構，使韓美關係更趨緊密。再者，尹錫悅基於北韓威脅升高，考慮追加部署薩德，並強調「三不」原則並非協議或承諾，使韓中關係受制薩德問題而難有所突破。此外，尹錫悅政府推動韓日領導人會談，尋求歷史問題在內的爭端解決。另一方面，韓國為防範北韓的安全威脅，以恢復韓美軍演與提高國防軍備，並提出透過對話提供人道和經濟保障，說服北韓進行無核化的「大膽計劃」。
    This article is based on the trend of foreign affairs and security issues as well as relevant countermeasures proposed by the Korean President Yoon Suk-Yeol to analyze South Korea’s foreign policy layout under U.S.-China strategic competition and also the possible development of security situation on the Korean Peninsula. The core of President Yoon Suk-Yeol foreign policy focuses on deepening alliance cooperation with the U.S., improving bilateral relations with Japan, and developing relations with China based on mutual respect.
    First, South Korea strengthens military alliance cooperation and participates in the U.S. initiated Indo-Pacific Economic Framework (IPEF) to make South Korea-U.S. relations closer. Second, considering the rising threat from North Korea, the Yoon Suk-Yeol government considers promoting additional deployment of THAAD missile defense system and insists the past alleged agreement on the “three nos” over deployment of THAAD was not a “promise or agreement” by the Korean government, which as a result makes South Korea-China relations hard to have a breakthrough. Furthermore, Yoon Suk-Yeol’s government push forward for South Korea-Japan leader summit to seek for the resolution of pending issues including historical disputes.In addition, to guard against security threats for North Korea, Yoon Suk-Yeol government resumes joint military exercises with the U.S. and keeps on increasing defense armaments on one hand, while on the other hand, they offer “Audacious Initiative” for humanitarian and economic security through dialogue to persuade North Korea on denuclearization.
