Abstract:	本論は、第二次世界大戦前の対支文化事業における奨学金留学生について研究するものである。日本は戦前、どのような留学生政策をもって、中国の留学生たちに接したのか。日本の戦前の留学生政策を研究することにより、戦後の留学生政策を紐解く新しい手掛かりになると筆者は考えている。そこでまず本研究は、アジア歴史資料センターのH門、対支文化事業の資料を用いて、主に戦前日本の奨学金留学生事業を解明する。日本が対支文化事業を開始した目的には、元々、中国の親日、知日派を拡大する狙いがあったが、本論が述べるように、ブラックボックスのような審査基準や煩雑な事務手続きなどで、逆に留学生たちの反感を買うことになった。1980年代になり、審査基準は明白になったが、煩雑な事務手続きは、留学生たちにとって依然として煩わしいものとなっていた。このような状態は「留学生10万人計画」が終わるまで続いたのである。本論文研究對象為第二次世界大戰前對支文化事業中的獎學金留學生。日本在戰前，是用何種留學生政策接受中國的留學生。透過研究日本戰前留學生政策，筆者認為這可作為解析戰後留學生政策的新想法。本研究主要利用亞洲歷史資料中心H 門中有關對支文化事業的資料，希望就戰前日本留學生事業進行深入分析。日本原先開始對支文化事業的目的，是希望擴大在中國的親日、知日派，但正如本論文所述，因為黑箱般的審查基準及繁雜的事務手續等等，反而讓留學生反感。到了1980 年代，雖然審查基準變得清楚，但是事務手續依然困擾著留學生。這個狀態一直持續到「10 萬留學生計畫」結束為止。 This paper studies scholarship students in pre-WWII cultural projects against China. What kind of international student policy did Japan have in dealing with Chinese international students before the war? The author thinks that by studying the policy of foreign students before the war in Japan, it will become a new way of thinking to unravel the policy of foreign students after the war. This research uses the materials from Series H of the Japan Center for Asian Historical Records and the Oriental Cultural Programs, in which I would like to mainly clarify the prewar Japanese student project. The purpose of Japan’s start of a cultural project with China was originally to expand China’s pro-Japanese and Japan-acculturated groups, but as described in this paper, it is based on examination standards such as black boxes and complicated administrative procedures, which proved to be annoying to international students. In the 1980s, the screening criteria became clear, but the paperwork still troubled many international students. As a result, this situation continued until the “Plan for 100,000 Exchange Students” was completed.
