    Title: COVID-19疫情下基隆市議會數位轉型過程-以視訊會議之建置為例
    The Digital Transformation Process of Keelung City Council under the COVID-19 Pandemic-The Case Study of Establishing Video Conference

    Abstract: 2019年突然而至的COVID-19疫情,打亂了全球秩序,在全民致力於防疫之時,也加速了數位轉型的推動;基隆市議會為使為民服務與問政不間斷,故在疫情嚴峻迫使議會無法順利召開會議時,研擬如何將實體會議轉變成視訊會議。惟從研擬到使用視訊方式召開會議的過程,歷經長達兩年時間,因此,研究者欲進一步探討,為何在私人企業及行政部門已普遍使用的視訊會議,在地方議會卻難以即時應用,其影響之因素為何、面對問題時如何應對與解決,以做為未來地方議會數位轉型時可能面臨之問題與處理方式之參考。
    研究結果顯示,影響數位轉型推動過程之因素,是以法源依據為首,惟有法源依據方能繼續進行後續視訊會議之建置,而在溝通層面上的挑戰則是多面向的,包含垂直與平行、內部與外部之溝通,並發現所面臨之問題層面,部分問題是涵蓋多個面向的;在面臨問題時之解決方法與改變的部分,經研究發現,在建置過程中,行政組織高階領導者的支持扮演至關重要的角色,以及視訊會議正式使用前持續模擬演練的必要性與改變使用者使用態度之重要性。
    綜整研究結果後,針對本研究提出兩項建議,其一為建議遠距視訊會議之持續使用,例如擴及懷孕婦女、產後婦女、因病或遭遇天災不克出席現場會議者,可持續透過視訊方式參與會議,讓問政不間斷;其二為在視訊會議未來之應用展望上,可將本次視訊會議之建置作為常態使用,成為未來主流之開會型態,亦可運用在與國外姐妹會間之交流、國內各議會之聯繫、議會為民服務(例如線上視訊陳情、民眾參與)等業務上,讓議會的數位轉型深入組織文化,從被動轉型走向積極轉型之創新道路上。
    The sudden arrival of the COVID-19 pandemic in 2019 disrupted global order. While everyone was committed to epidemic prevention, it also accelerated the promotion of digital transformation. To ensure continuous service to the public and legislative inquiries, the Keelung City Council explored how to convert physical meetings into video conferences when the severe pandemic situation made it impossible for the council to hold meetings smoothly. However, the process from planning to using video conferencing took two years. Therefore, the researchers wanted to further investigate why video conferencing, which is widely used in private enterprises and administrative departments, is difficult to apply in local councils in a timely manner, the influencing factors, how to respond and solve problems, to serve as a reference for future digital transformation of local councils.
    The research results show that the primary factor affecting the promotion of digital transformation is the legal basis. Only with a legal basis can subsequent video conference setups continue. The challenges at the communication level are multifaceted, including vertical and horizontal, internal and external communication. It was found that some of the problems encountered cover multiple aspects. In terms of problem-solving and changes when facing issues, the research found that during the setup process, the support of senior leaders in administrative organizations plays a crucial role. Additionally, continuous simulation exercises before the official use of video conferencing and the importance of changing user attitudes were necessary.
    After summarizing the research results, two recommendations were proposed. First, it is recommended to continue the use of remote video conferencing, for example, extending it to pregnant women, postpartum women, those who cannot attend on-site meetings due to illness or natural disasters, allowing uninterrupted legislative inquiries. Second, in the future application prospects of video conferencing, the setup of this video conference can be used as a routine, becoming the mainstream meeting type. It can also be used in exchanges with sister councils abroad, communication between domestic councils, and services for the public (such as online video petitions and public participation), making the digital transformation of the council deeply embedded in organizational culture, moving from passive to active innovative transformation.
