    Title: 口述歷史研究倫理問題及其規範之探討

    Abstract: 口述歷史乃補充多元觀點的歷史記憶之方式，具有其價值與必要性，是重要的研究方法之一。近些年，關於倫理議題也備受討論，包括研究倫理、學術倫理等，且此類議題將隨時代背景之變遷而有所差異，而在這快速變遷的時代，對於口述歷史這項與「人」相關的研究，其中的倫理議題更顯重要。
    本研究主要藉由深度訪談法搜集國內的口述歷史工作者針對其研究經驗中遭遇到的倫理困境、因應之道及審查制度的經驗，以探究當前國內的口述歷史研究可能存在的倫理疑慮，及其因應之道，以及口述歷史工作者們對於倫理審查制度之經驗與建議。結果發現，目前針對著作權相關議題已有較明確規範，故較少發生，而侵害第三方權益仍是目前國內口述歷史工作中最為常見之議題，另外也發現口述歷史工作中發生肖像權及政治相關等新興倫理議題。因應之道則主要以溝通及建立信任感、相關協議之簽署以及匿名與刪除等最為常見。而針對口述歷史之審查制度建立，則多數受訪者認為無需建立倫理審查制度，可建立素養訓練等相關機制。
    本研究建議，國內口述歷史工作者應主動留意新興的倫理議題，而相關機構亦可協助統整案例，以利及時察覺需留意新興的倫理議題。另外，學界也可以針對口述歷史工作討論明確的共識，以保護自身權益。而審查制度的部分則建議，可建置相關網站，便於宣導口述歷史工作流程及其需注意之倫理議題，以提升口述歷史工作者之專業素養，從而降低倫理議題之發生率。
    Oral history is a valuable and necessary method for enriching historical memory with diverse perspectives, making it one of the key research methodologies. In recent years, ethical considerations, including research ethics and academic ethics, have become a focal point of discussion. These considerations vary according to historical context and are especially pertinent in our rapidly changing era. Ethical issues in oral history research, which directly involve individuals, are of heightened significance.
    This study employs in-depth interviews to gather data from domestic oral history practitioners regarding the ethical challenges they have encountered, their strategies for addressing these challenges, and their experiences with review processes. The objective is to investigate potential ethical concerns in contemporary domestic oral history research, the strategies used to address these concerns, and the practitioners' experiences and suggestions regarding ethical censorship. The findings indicate that copyright-related issues are relatively well-regulated and infrequent, while infringement of third-party rights remains a prevalent issue in domestic oral history work. Additionally, emerging ethical issues such as portrait rights and political implications have been identified. Common strategies to address these issues include effective communication and trust-building, signing relevant agreements, and employing anonymity and deletion. Regarding the establishment of ethical censorship for oral history, the majority of practitioners believe that formal ethical censorship is unnecessary. Instead, they suggest implementing relevant mechanisms, such as incorporating ethical literacy training into education.
    This study suggests that domestic oral history practitioners should remain vigilant about emerging ethical issues. Relevant institutions can assist by compiling case studies to facilitate the timely identification of new ethical concerns. Furthermore, the academic community can engage in discussions to reach a consensus on protecting the rights and interests of oral history practitioners. As for censorship, it is suggested to establish relevant websites to promote the workflow of oral history and highlight ethical considerations, thereby enhancing the professional competence of oral history practitioners and reducing the occurrence of ethical issues.
