    Abstract: 本研究旨在探討國家文化資產數位化平台之治理實踐,並引入皮埃爾·布迪厄(Pierre Bourdieu)文化資本理論,建構涵蓋體現型、客觀型與制度型文化資本之三層次分析架構,檢視文化資產如何透過數位平台轉化為可再利用的知識資源與公共價值。研究聚焦於文化資本如何於數位治理中發揮作用,並回應教育推廣、公民參與與制度設計等多元社會功能。

    本研究採用跨國比較個案研究法,選取英國、日本與臺灣三國之文化資產數位平台為研究對象,透過政策文件分析、平臺內容評析與深度訪談進行資料蒐集與分析。研究發現顯示,三國雖皆強調「保存」與「開放」並重,但其治理模式與文化資本轉化策略迥異:英國展現出制度穩定與社群協作兼具之治理機制;日本以專業技術規範為核心,結合文化官僚體系運作;臺灣則處於由資料治理邁向文化治理的過渡階段,展現創新潛能但亦面臨制度整合與資源分散等挑戰。

    本研究貢獻在於從文化資本理論出發,補足現有數位文化治理研究對於文化內涵、知識流通與社會效益關注不足之處,並提出強化制度整合、建置語意標準、推動公民參與與建構中介治理機構等策略建議。期能作為臺灣未來文化資產數位治理政策發展之理論依據與實務參考。
    This study investigates the governance of national cultural heritage digitization platforms through the theoretical lens of Pierre Bourdieu’s cultural capital. It constructs a three-dimensional analytical framework—embodied, objectified, and institutionalized cultural capital—to examine how cultural assets are transformed into reusable knowledge and public value through digital platforms. The research explores the role of cultural capital in digital governance and its contributions to education, civic engagement, and institutional design.

    Adopting a cross-national comparative case study approach, this research analyzes the national platforms of the United Kingdom, Japan, and Taiwan through policy document analysis, platform content evaluation, and in-depth interviews. The findings reveal that while all three countries emphasize both “preservation” and “openness,” their governance models differ significantly. The UK demonstrates institutional stability and collaborative participation; Japan centers on technical rigor within a bureaucratic framework; and Taiwan, situated in a transitional phase from data governance to cultural governance, shows both innovative potential and structural limitations.

    This study contributes by applying cultural capital theory to the domain of digital cultural governance, addressing a theoretical gap in existing literature that often overlooks cultural meaning, knowledge dissemination, and societal impact. It proposes strategic recommendations including institutional integration, semantic data standardization, public co-creation, and the establishment of intermediary governance entities, offering both conceptual insights and practical guidance for future policy development in Taiwan.
