    Abstract: 本研究針對沙烏地阿拉伯自2016年推動的「2030願景」女性賦權政策進行系統性分析,旨在探討國家現代化工程、宗教詮釋權與女性主體性之間的權力互動。透過結合批判詮釋學、後殖民女性主義理論與展示性治理觀點,本文指出:沙國雖在女性教育、就業與公共參與層面展現顯著進展,但其改革多以「由上而下」治理為主體,仍未實質鬆動制度性父權與宗教詮釋的壟斷結構。特別是瓦哈比教義對《古蘭經》中性別角色的詮釋,持續強化男性作為宗教與家庭監護者的正當性,阻斷女性作為知識生產與宗教詮釋主體的可能性。

    此外,本文亦對比國際女權論述與本土伊斯蘭女性主義者(如Barlas、Wadud、Mernissi等)的觀點,指出沙烏地女性知識分子如何在國際「東方主義」話語與本地宗教父權之間進行雙重協商,發展出具文化內生性的賦權實踐。從Kandiyoti的「協商式父權」、Mahmood的「虔敬能動性」理論出發,本文重新定位女性能動性不僅為抵抗性展現,更是一種在權力場域中策略性的倫理實踐。

    本文的主要貢獻在於建構一套涵蓋宗教詮釋、法律改革與全球話語權競逐的分析框架,揭示沙烏地女性賦權政策雖具象徵與功能性進展,卻仍深受神學與國家治理邏輯的界定。本研究強調,唯有鬆動宗教詮釋權的性別壟斷、促進女性進入法律與制度設計的核心,方能實現真正的權力再分配,並推動具備文化敏感性與結構轉型力的永續賦權改革。
    This thesis presents a comprehensive analysis of women's empowerment under Saudi Arabia’s Vision 2030, exploring how national modernization strategies, religious hermeneutics, and gendered governance intersect to shape female agency. By employing critical hermeneutics, postcolonial feminist theory, and the concept of performative governance, the study reveals that while Vision 2030 has fostered measurable gains in women's education, employment, and public visibility, its core remains a top-down, state-centric project that largely preserves patriarchal religious structures.

    Particularly, the study critiques Wahhabi interpretations of the Qur’an that sustain male guardianship as a divinely ordained norm, thereby obstructing women from acting as epistemic agents in religious and legal domains. Drawing on feminist scholars such as Amina Wadud, Asma Barlas, and Fatima Mernissi, the research investigates how Saudi Islamic feminists engage in strategic negotiation between global feminist discourse—often framed through Orientalist and universalist logics—and entrenched local religious patriarchy. Concepts such as Kandiyoti’s “bargaining with patriarchy” and Mahmood’s theory of “pious agency” are used to reconceptualize female empowerment not only as resistance but also as situated ethical practice within constrained structures.

    The study contributes an interdisciplinary analytical framework integrating religious authority, legal transformation, and discourse politics. It argues that genuine empowerment requires dismantling gender monopolies over religious interpretation, expanding women’s access to institutional and epistemic power, and fostering sustainable, culturally embedded reform pathways. Such transformation is essential for shifting Saudi women from symbolic inclusion toward structural participation in shaping religious and political futures.
