    Abstract: 隨著全球受到人工智慧生成內容 (AIGC) 浪潮襲來,人們的資訊行為和知識獲取方式正逐漸改變,各個領域亦開始設法導入相關應用,學術圖書館也不例外。在人工智慧時代,服務供給與使用者需求間的適配性和共同成長已成為學術圖書館不可忽視的重要課題,然而現階段在導入人工智慧生成內容方面仍屬起步階段,缺乏整合性策略規劃和長期發展藍圖,過去研究多著重於人工智慧技術的應用與發展,對於其背後的核心價值、策略規劃與服務設計尚未充足,因此本研究採用價值導向策略觀點,主張學術圖書館可透過價值為導向的服務策略來強化人工智慧生成內容的服務效益,從而促進使用者參與及服務改進,達到價值共創之目的。

    本研究之研究方法採用個案研究法、情境分析法與深度訪談法進行,首先選擇國立政治大學圖書館作為研究個案,深入探討其應用人工智慧生成內容之現況與趨勢,並藉由情境分析法所建構之四大情境(導入過程與挑戰、使用者需求變化、跨領域合作、持續改進升級)對應至價值導向四大構面(資源配置構面、價值創造構面、利害關係人參與構面、持續改進構面)建構訪談大綱,分別邀請館員、技術人員及使用者參與訪談,蒐集不同類型對象之實務經驗與多元觀點。最後經由主題分析法,將訪談內容進行歸納與編碼,解析政大圖書館在導入人工智慧生成內容的組織條件、制度規劃與治理局限。本研究結果發現,高教圖書館面對生成式人工智慧的轉型挑戰,唯有透過價值導向策略之整合、強化跨部門協作、建立倫理審查制度與完善使用者參與架構,才能使學術圖書館在AI時代中負起可信、透明且具價值的知識中介角色。
    With the global surge of Artificial Intelligence Generated Content (AIGC), people’s information behaviors and modes of knowledge acquisition are undergoing a significant transformation. Various sectors are actively exploring the adoption of AIGC technologies, and academic libraries are no exception. In the era of artificial intelligence, achieving alignment and mutual growth between service provision and user needs has become a critical issue for academic libraries. However, current efforts to implement AIGC in libraries remain in their early stages, lacking comprehensive strategic planning and long-term development blueprints. While existing studies have predominantly focused on AI's technical application and development, there remains a gap in understanding its underlying value orientation, strategic integration, and service design. To address this gap, this study adopts a value-oriented strategic perspective, arguing that academic libraries can enhance the effectiveness of AIGC services by implementing value-driven service strategies. Such an approach can foster user engagement and service improvement, ultimately achieving the goal of value co-creation.

    This research employs a combination of case study, situational analysis, and in-depth interviews. The National Chengchi University Library was selected as the primary case to explore the current state and emerging trends of AIGC applications. Based on situational analysis, four key scenarios were identified—implementation challenges, evolving user needs, cross-disciplinary collaboration, and continuous upgrading—which were then aligned with four dimensions of value-oriented strategy: resource allocation, value creation, stakeholder engagement, and continuous improvement. These dimensions formed the basis of the interview guide. Interviews were conducted with librarians, technicians, and users to gather diverse perspectives and practical experiences. Thematic analysis was used to code and interpret the data, revealing the organizational conditions, institutional planning, and governance limitations surrounding AIGC implementation. The findings suggest that higher education libraries must integrate value-oriented strategies, strengthen interdepartmental collaboration, establish ethical review mechanisms, and enhance user participation frameworks to fulfill their role as trustworthy, transparent, and value-driven knowledge intermediaries in the AI era.
