    摘要: 中國大陸在一九九六年一月開始積極推展國際環境管理標準（ISO 14000系列標準）。大陸官方和環保學界對於這項活動的開展，其中目的之一是要通過這項活動的開展，具體說明大陸的環境管理體系如何通過推展國際環境管理標準措施，來跟國際環境管理體系接軌。至於可以如何接軌，大陸官方或環保學界有多種說明和解釋的方式。本文要探討的，主要就是兩種精神截然不同的管理體系，一種是自發性的管理體系，一種是被動式的管理體系，如何整合的問題。重點在於：在精神截然不同的情況下，大陸官方或學者靠採用什麼方式，以什麼說法，來讓大陸的環境管理體系跟國際環境管理體系接軌？其次，這些接軌的方式和說法，其內容有哪些問題值得考察？它們產生了那些影響？或者說，這些值得考察的問題又如何影響及大陸推展國際環境管理系列標準的工作？
    The PRC has actively promoted international environment management standards (the series of ISO 14000 criteria) since January 1996. One of the aims of Beijing`s efforts in this field is to improve domestic environment management measures on the basis of international environment management standards. The international environment management system is spontaneous while the environmental management system of the PRC is passive. The integration of these two very different systems is of course difficult. This article examines what ideas and methods the mainland Chinese authorities and scholars have adopted in an attempt to bring about a successful linkage with the international environment system. The problems and influences of these ideas and methods are also analyzed.
