Experts often play a key role in the public policy-making process. Yet, the roles and effects of experts seldom become the target of scrutiny. This paper is aimed to reveal how experts ally with the state to form a disciplinary power in regulating the front-line workers. Struggles and conflicts in the event of service reduction in home care service of Taipei City in 1997 provide a field to examine the micro practices of expert power. The author reflects upon how the expert power works to strengthen the state control and searches the possibility of counter strategies.
