    Title: 存款準備金制度之研究

    Abstract: 存款準備金制度歷經時代的演進,從最原始的保護存款安全,到成為中央銀行貨幣政策工具。之後因金融發展與金融創新,存款準備率開始下降趨勢,其功能逐漸為其他政策工具所取代,成為其他工具的補充。近年來強調存款準備金作為一種防禦機制以預防危機或對抗循環,其地位重新受到檢視,存款準備金的特色使其成為總體審慎工具的一種,協助中央銀行維護金融穩定,達到總體經濟目標。
    本研究探討存款準備金制度存廢,並比較有無存款準備金制度國家之貨幣政策差異,得到的結論是存款準備金隨著時代的演進有不同的角色;金融發展造成存款準備金的作用降低;存款準備金的內涵已經改變,各國存款準備金制度的架構內容皆是為了消除對存款機構的不公平而發展;存款準備金有助於解決信貸循環之順景氣循環(pro-cyclicality);各國貨幣政策目標及操作工具不因存款準備金制度之存廢而有所差異;存款準備金具有緩衝、審慎、流動性管理及貨幣控制等功能,對存款準備金付息可消除其租稅扭曲效果,形成短期利率下限,成為中央銀行另一種政策工具,有助於達成金融穩定及總體經濟穩定的目標。
