    Title: 大學圖書館電子書績效評鑑支援採購決策之研究

    Abstract: 近年來我國大學圖書館因為重視電子資源而大量採購,形成電子與紙本二元館藏發展新型態,但是也遭遇經費困難與使用者不滿意問題。系統化與科學化的資料庫評鑑將可以幫助館藏發展,採購評選與推廣服務。電子書由於易檢索、便利性以及數位閱讀等特質,受到歡迎。大學圖書館大量採購電子書,但使用尚未普及。本研究旨在針對大學圖書館電子書資料庫採購問題,探討如何應用績效評鑑模式支援資料庫採購決策。主要研究目的如下:(1)探討與建構大學圖書館電子書資料庫績效指標與模式以支援採購決策,(2)應用電子書資料庫績效評鑑模式於支援採購決策,(3)檢視各種電子書資料庫績效評鑑模式支援採購決策的有效性。本研究採用評鑑研究法,進行實證個案研究,期望應用資料庫績效評鑑與電子計量以協助資料庫訂購的決策。研究者以一所綜合性 C 大學圖書館訂購電子書資料庫為研究個案,蒐集該館 2012 年訂購的九種電子書資料庫成本與使用數據。本研究提出電子書資料庫評鑑指標包含三大構面及七項指標,並採用六種績效評鑑模式:成本效益、整體績效評估、效率、KPI 指標、四象限圖分析與電子計量分析,依六種評鑑模式計算九種資料庫績效表現並將其排名。研究結果證明這六種績效評鑑模式可支援電子書資料庫採購決策,尤其以成本效益與整體績效評估二種模式較合適採用。
    Many university libraries in Taiwan have purchased a variety of e-resources, but libraries have also encountered serious problems in the shape of insufficient funding and user dissatisfaction. With respect to university library e-book database selection and acquisition, this study discusses how to construct e-book database performance measurement indicators and models and apply them to support database purchasing decisions. The main a ims of this study are: a. to verify e-book database performance indicators relating to procurement operations; b. to explore how to construct e-book database performance measurement models and apply them to evaluate databases for university libraries in support of acquisition decisions; c. to compare the effectiveness and suitability of performance measurement models applied in support of university library database purchasing decisions. This study was undertaken in 2013 using the case study method and the evaluation research method; the e-book procurement operations of the C University Library were the target of empirical study. The researcher verified the database performance indicators and constructed performance models for selecting and evaluating e-book databases. The e-book performance indicators were composed of three dimensions including cost, resources, and usage, with seven indicators. First, the study collected data come from the nine e-book databases purchased by the C University Library in 2012, according to the above seven database performance indicators collecting data. Second, the performance measurement and ranking databases were undertaken using six performance measurement models, including cost-effectiveness, a performance measurement general model, efficiency, four-quadrant analysis, KPI indicators, and e-metrics. Finally, the performance data from the nine E-book databases was calculated, and the study concluded that the nine e-book databases were ranked based on performance measurement to support database acquisition decisions; especially the two models of cost-effectiveness and performance measurement general model were suited to support in evaluating and selecting e-book databases.
