Title:	零基預算在政府與企業上的應用

Abstract:	本文試圖作有系統的介紹零基預算在政府機構與企業組織的應用，內容是第一章緒論，敘述本文撰寫動機，方法與限制，同時簡略介紹本文內容。第二章一開始先就二種較具權威的說法，討論實施零基預算方法，然後簡單介紹零基預算的適用範圍、目的、優點及實施成本，使對零基預算有一基本瞭解。第三章，先就零基預算的一般哲理，加以討論，確立其實行程序，其次闡明使用表格的內涵。第四章，在零基預算付諸實行時，就其發生的問題，闡明實施過程的動態性，唯決策方案一多，必須應用電子計算機。第五章，從零基預算角度評估現行預算。詳述設計計劃預算對於將政策和目標轉化為有效之作業計劃及預算，無法提供一正式方法論，同時說明總體之規劃與政策決定程序必須與個體之規劃與預算技術相配合，本章討論零基預算提供一個體方面的連鎖，以彌補設計計劃預算之偏差。第六章，係企業與政府採用零基預算實地編製預算的兩個實例，以為前面所述技術之驗證。第七章，係結語。並兼論零基預算內容，作一檢討建議。
