    Title: 台灣地區政黨政治對地方政府補助收入影響之研究

    Abstract: 近二十年來，我國經濟及民主政治皆有顯著的成長與變遷。隨著國家整體經濟發展和財政結構的改變，無論是中央對地方，抑或是省對縣市的補助規模日益增長。觀諸我國各級政府補助收入佔支之比例，除北、高兩市外，省、縣及鄉鎮市分別平均高達30%、40%、50%，故補助收入的高低乃成為地方政府財政收支能否平衡的主要因素。再者，民主意識之蓬勃發展，也讓政黨政治益趨成熟，無論是中央或是地方的民意代表，也已非完全由單一政黨把持。本文的主要目的，是希望探究在我國財政中央集權化制度下，影嚮縣市地方政府補助程度高低的因性，除了經濟及政策因素外，政治因素，如政黨政治的發展，是否亦具有顯著的影嚮 ? 文中使用民國七十六年民進黨首次進入立法院起，至民國八十七年最近一次立法委員改選為止，二十一個縣市十二個年度，共計252個樣本的混和 (pooling) 資料，利用實證方式驗證「政黨政治」對於縣市補助收入的影嚮。實證結果顯示，縣市政府財政自主性及前一期補助陂入對於縣市補助收入，分別呈現顯著的負向與正向關係。其次，立法委員席次對於補助收入有正向顯著影嚮，且國民黨立委席次的影嚮遞減趨勢 ; 就邊際效果而言，民進黨的影嚮力最大，無黨籍次之，國民黨則最低，而總效果依序則為國民黨、民進黨及無黨籍。當立法委員連任席次越多時，則補助收入越高，唯補助收入的增加呈現遞減情形。再者，國民黨籍執政的縣市、縣市長選舉年度、該縣市的省議員越多，則縣市的補助收入亦越多。最後，省議會政治結構的改變，如民進黨進入省議會後，以及省府首長改為民選後，對於各縣市的補助金收入亦存在正向的影嚮。
    Intergovernmental development grants have been conventionally explained on the basis of efficiency or equity. This paper seeks to empirically examine the influence of political party on Taiwan intergovernmental grants by including not only traditional public finance variables but also public choice variables. According to the fundamentals of public choice, grants are used by legislators to by own political capital in order to enhance the probability of re-election, and grants are used by the party to maintain electoral positions. We employ the pooled time-series and cross-sectional data of 21 counties from 1987 when the Demccratic Progressive Party (DPP) first entered Legislative Yuan until 1998 when legislators held election and brought attention to the influence of party politics on intergovernmental grants. The results provide strong support for the public choice theory and highlight the importance of party politics on the distribution of grant revenue.
