    Abstract: 在政府績效模型中，「創新」或「創造力」的重要性與地位受到了普遍的認同，如何提昇政府創造創新的能力，也成為學界與實務界共同關心重要議題。不過相當可惜的是，我國過去對於創新的相關研究，一方面以私部門的討論為主，少數政府創新的研究，若不是未對創新進行比較明確的概念化與操作化，就是多以個案式討論為主，忽略整體面的觀察，以致於到目前為止，仍有我國政府曾經出現多少創新？什麼特質的政府有較多的創新？我國的地方政府以發展哪一類型的創新為主？什麼因素可能影響地方政府創新的產生？…等多個問題待解答。本研究以「政府創新」為主題，以地方政府為範圍，透過1999年至2010年間的新聞資料庫搜尋，指認出755個地方政府的「創新」，細部分析這些創新的內容之後發現，這些創新大多集中在臺北市、臺北縣、高雄市、與桃園縣等地區，而創新的類型大多是屬於「一般性的服務」，產品性、概念性、程序性與組織結構性創新較少。而公務人員數量越多、資源越多、分工化程度越高的地方政府，比較會有較多創新出現。這個研究結果，在學術上可以進一步作為政府創新擴散研究的基礎，在實務上也可以做為擬定提升政府創新能力的策略參考。
