Abstract:	Library law began to come into being in Japan in 1950. The law regulates that library has the freedom of collecting materials, the freedom of providing materials, the responsibility of assuring the patron`s privacy, and the obligation to fight against censorship. This intellectual freedom for Japan`s libraries was strengthened by the Declaration of Library freedom in 1954, which was modified in 1979, to secure the patron`s right to know.
