It has been Bointed out in many researches that most library collections have not been fully utilized by readers and even many newly-bought books have had no circulation among readers. This indicates that not only library acquisited books fail to meet readers` requirements but also there is an inconsistence between the library development policy and the selection of books. This phenomenon obviously leads us to the reflection that with lots of manpower, equipments and funds spent in the procurement of selected publications for readers and with the invested cost and the effectiveness of library collections utilization in contrast what is the real proportion between them? Therefore, it has turned out to be an essential research topic in the library fields to find out the reasons for such an inconsistence and work out improvements. From such a situation it is evident to see how important the evaluation of library collections utilization is to the library service and collections development. The main objective of the paper is to hopefully get an overall understanding of the utilization of the collections in the National Chengchi University Chungcheng Library through the circulation records so as to serve as a reference for knowing the state-of-art and improving the defects in library operations. Concretely speaking, the contents will be focused on the following four aspects: 1.the circulation of library collections in different fields of study; 2.the proportion of the above-mentioned circulation and the circulation of the main library collections; 3.the reflection of readers` interest from the circulation of various categories of collections and readers` concrete suggestions as reference for the priority order in setting up the retrosective automation database in the said Library; 4.the comprehension of the merits and defects of the current library collections and the prediction of the future utilization through the current circulation data in various fields of study so that there will be a useful foundation for our library in formulating the collections development policy.
