| 摘要: | 湘西生態扶貧論述給村民提供了某種發展主體能動意識的機緣. 生態是一種具有在地性的論述, 在地村民站在生態的基礎上, 能夠根據自己的生活經驗, 有所自信地形成一套看法, 具備不同於國家的視角, 對國家政策提出不同看法, 說明生態意識不是國家幹部能夠片面封鎖的一套動員工具, 而是備受競爭的一個觀念場域. 國家在生態論述中發展出來的遷村政策, 反而是與生態論述不全一致的產物. 固然在表面上, 為了保護生態而遷徙, 似乎是對生態的尊重, 但深層裡卻因為牴觸了村民對自己在生態中的定位, 造成村民主體意識中所萌生的某種抗拒力量. 恰巧由於遷村的執行遲緩, 意外凸出了村民的生態保護與國家的生態保護重點不同, 畢竟村民不會相信自己世代居住的原始森林, 要因為自己繼續生活在此而遭破壞. 而為了脫貧, 他們之中便有人積極擴建, 以吸納更多的遊客, 忤逆了封山政策, 也就將小溪鄉的主體性反襯出來. 生態扶貧的概念讓他們超越貧困村的自我理解, 則他們的抗爭就不是單純的反國家政策, 因為他的主體性不全來自國家, 而更奠基在他們熟悉的, 融入的, 且國家已經認可的他們世代生活的環境上.
The introduction of an ecology discourse to the state`s anti-poverty campaign has provided new possibilities for Western Hunanese to execute indigenous agency in the state-monopolized policy arena. This new discourse gives the local villagers a sense ot agency in interpreting what it means to be ecological protection. Two ecological views emerge accordingly: one considers villagers as potential threat to ecology, and the other views modernity as the threat. This paper reports on unfamiliar views from a research trip conducted in a Western Hunan mountain site. It attends particularly to the opening up of poverty discourse to allow the re-representation of previously unheard identities and accommodate possibilities not considered in the past. |
