In order to take advantage of the international structure of the Post-Cold War era since the Soviet’s collapse, United States has immediately decided to reconsider and adjust its global strategic arrangement. Simultaneously, to deal with the coming conflict with some main competitors, especially the EU, and facing the challenge of the newly pluralistic world, it did also pay more attention to East Asia. However, the Rise of China has offered not only a new variable to American regional policy and its alliance with Japan, but the uncertainty of the relationship between U.S. and its East Asian allies.
