Abstract:	本研究為國立大學校院檔案鑑定之研究，全面地觀察我國國立大學校院的檔案鑑定作業，分析國立大學校院在檔案鑑定作業中的作業方式及流程、分析國立大學校院檔案的保存價值、分析國立大學校院檔案鑑定的實際案例，以建立標竿性的國立大學校院檔案鑑定作業。國立大學校院檔案鑑定區分為兩個部分：初鑑，是學校內的初步檔案鑑定，以微觀視角為主，運用內容和職能分析，判斷檔案的保存價值和清理處置，初步選擇及留存具有參考價值的檔案；複鑑，是教育部和檔案管理局審核學校所做的鑑定作業，並重微觀及宏觀視角，運用職能和宏觀分析，確定檔案的資訊、歷史特性。本研究完整地呈現國立大學校院的鑑定作業，蒐集檔案鑑定人員對國立大學校院檔案鑑定的經驗，歸納並整理出適合國立大學校院辦理檔案鑑定之作法，也透過蒐集檔案鑑定報告和文獻資料，瞭解大學校院檔案的保存價值，將大學校院檔案歸類為定期檔案、大學永久保存檔案、校史檔案及國家檔案，以協助國立大學校院判斷大學檔案的類型和內涵。 This study is about the appraisal of national university and college archives in Taiwan. In order to set up a well-designed model for the operation of appraisal of national university and college archives, the author analyze the form of operation and the process as well as the archival value and the real instances after observing the operations of archival appraisal thoroughly. There are two parts in the appraisal of national university and college archives. Initial appraisal, mainly with micro vision, is the initial archival appraisal that is executed in the school. The universities and colleges evaluate the archival value of the archives and other possible measures by content and functional analysis. After that, the schools are able to decide and preserve the archives that have the value of consulting. On the other hand, reviewing appraisal is a practice that the Ministry of Education and the National Archives Administration National Development Council use micro and macro visions to check the appraisal done by the schools. The two officials utilize functional and macro-vision analysis to confirm the information and the historical features of the archives. This thesis completely shows the appraisal operation of national university and college including collecting appraisal staffs’ experience, concluding and sorting out a proper approach for national university and college. In addition, the collection of appraisal reports and references, which could make us understand the archival value of university and college’s archives, divided this kind of archives into periodical archives, university’s permanent archives, archives of school history and national archives. Nonetheless, this research could assist national university and college assess the form and the content of university and college archives.
