Title:	高等教育品質保證與排名的跨國發展及國際參與－臺灣評鑑機構的角色與全球責任

Abstract:	全球化時代，隨著各國的高等教育機構合作與交流日趨頻繁，高等教育品質保證及排名也受到國際化潮流之影響，進行跨國交流的合作與競爭。2009年，聯合國教科文組織（UNESCO）在巴黎召開「高等教育世界研討會」（2009 World Conference on Higher Education），秘書長Koïchiro Matsuura在大會的致辭演說中強調，不同高等教育體系應學習以「國際合作」及「跨國教育品質保證」來回應全球化的挑戰，並提醒各國政府在制定高等教育政策時，須注意永續發展的面向。目前已有一些高等教育國際組織積極扮演全球高等教育資源整合者的角色，除了做為各國高等教育機構及政府之間溝通的平台，也藉此協助發展中國家充分運用這些資源而增進自我品質，如「世界銀行」（World Bank）、「聯合國教科文組織」（UNESCO）、「高等教育品質保證國際網絡」（International Network for Quality Assurance Agencies in Higher Education, INQAAHE）、「亞太品質保證網絡」（Asia-Pacific Quality Network, APQN）及「國際排名專家團體協會」（International Ranking Expert Group, IREG）等組織。這幾年來，身為品質保證機構的一員，財團法人高等教育評鑑中心基金會除了參與這些國際組織活動外，也輸出臺灣高等教育的經驗，與全世界分享。
