Title:	澳洲大學品質保證局(AUQA)的轉型與新任務－高等教育品質與標準署(TEQSA)的新角色

Abstract:	澳洲高等教育長期以來一直是澳洲政府強大其經濟力、生產力與增強區域性影響力的基石。澳洲政府過去30年來在高等教育的投資，已使澳洲高等教育成為澳洲最重要的輸出產業，並將其成功地由對亞洲各國援助發展的角色，轉型成經濟貿易取向。而在此一貿易取向的國際化發展中，澳洲無論從國家政府層級到大學機構，都是非常積極的參與者。然而，為了能更回應現今高等教育全球的競爭趨勢，澳洲政府根據《布萊德利澳洲高等教育檢視報告》（Bradley Review of Australian Higher Education）開始進行一連串高等教育組織的重整，以增進經濟發展與人才培育品質，並進而為澳洲創造出更多的職場工作機會。其中，在高等教育組織整併過程中，澳洲大學品質保證局（Australian Universities Quality Agency, AUQA）的重新定位、角色、功能以及任務，是最為澳洲大學所關注的。是故，澳洲大學品質保證局今（2011）年6月29日至7月1日在墨爾本舉行「澳洲大學品質機構審核員週年大會暨品質論壇」，與澳洲所有大學共同討論此一議題，約有200名來自澳洲不同地區的審核委員及各國學者參加。會議除了回顧澳洲大學品質機構過去十年的成就，更集中探討如何將澳洲高等教育品質保證制度由澳洲大學品質保證局（AUQA）過渡到新成立的「高等教育品質與標準署」（Tertiary Education Quality and Standards Agency，簡稱TEQSA）。
