    Title: 大學自我評鑑品保機制建立初探──以馬來亞大學為例

    Abstract: 在高等教育評鑑中心完成第一週期系所評鑑及校務評鑑之後，臺灣各界開始思索是否可以給予一些已建立完整品保制度且對教育品質提升有具體成果之大學，更多校務治理的自主性。因此，在教育部的推動下，新的「大學自評」作法開始由34所頂尖及教學卓越大學率先實施。根據高等教育品質保證國際網絡（International Network for Quality Assurance Agencies in Higher Education, INQAAHE）的定義，所謂大學「自評資格」（self-accreditation status）是指「大學或一些少數非高等教育機構，不需獲政府的核准，即有權力設立新的科系或自主評鑑系所」。換言之，具有自評資格的高等教育機構，在系所的調整有很大自主性，而政府並不干涉其發展，並充分尊重大學在相關學術上的決定。因此，「自評資格」代表大學被授予更多學術自主的象徵。然而，「自評資格」某一程度上卻挑戰了「品質保證」必須同時兼具「內部評鑑」與「外部評鑑」的內涵與價值，是故至目前為止，全球只有5個國家授予大學「自評資格」，包含英國、澳洲、香港、馬來西亞及臺灣。
