    Abstract: 本計畫主要針對我國總統文件的?屬與管?進?研究。目前國內在總統的文件的?屬與管?方面,產生由?同單位有?同詮釋的問題發生,而總統文件攸關我國的政治發展,因而有必要藉由此研究,以探究國內總統文件應?屬於何單位,及其管?方式。總統文件的管?在已實施總統制著有成效的美國,是在國家檔案暨文件署(NARA)之下的國家檔案?(National Archives),成?總統圖書?,以完整蒐集已卸任總統在其任內所產生的相關文件、檔案與文物等。由於完整蒐集某一位總統在其任內所產生的所有重要文件與文物等,可?是完全符合檔案學的「全宗原則」。除?美國之外,南韓在近??也積極發展其?任總統的檔案之蒐集與整?,在該國的國家記?院之下,也成?大統?圖書?,?似美國的總統圖書?的設置。本研究在研究方法方面,首先將透過文獻探討,蒐集目前已設置由總統文件的國家,如:美國、南韓等國,以整?美韓等國在總統文件之?屬與管?之經驗。其次,本研究將採取質性研究,透過深?訪談,訪問國?與總統文件?屬與管?有關的單位與相關的學者專家,以瞭解目前國內在此方面所面?的問題,以及相關學者所提出的解決之道。在整?深?訪?訪談所獲得的結果,並?酌國外對於總統文件?屬與管?之經驗,擬訂初步適合我國國情的總統文件?屬與管?模式。其後舉辦焦點團體座談,依據本研究所提出的初步模式,就教於?與焦點團體的學者專家與主管機關的看法,最後提出本研究的建議。
    This study is mainly to study the belonging and management of presidential papers in Taiwan. In current situation in Taiwan, the presidential papers are managed by different institutions, and therefore encountered different interpretations. This study is intended to find a good solution to the current situation. The system of management the presidential papers has been created for several years in the United States. The presidential library is under NARA, and in charge of presidential papers, related archives and other collections. The whole collections of a president are deposited in a presidential library, that is in accordance with the principle of respect fonds. The South Korea has the similar system of presidential library. The qualitatative analysis is used in this study. Both in-depth interviewing and focus group methods are used, in order to collect opinions from the relted persons. Finally, a best solution will be suggested that are based on the results of literature review, opinions of interviewing and focus group.
