    摘要: 美國高等教育制度最重要的特徵是其鉅大規模與多元化、地方分權與學校自主、 和開放式的入學制度。這些特徵其來有自，主要是由於社會各階層人士不斷地參與決策所塑 造成的。這種透過民主程序的改革演進，使得只有短短歷史的美國高等教育，佔有今日獨步 世界的地位。我國在邁進二十一世紀聲中，教育改革為一關鍵，宜由全民參與盛事。
