| Abstract: | 「檔案」是人類最原始的紀錄，也是人類最重要的資產。在人們的現實生活中，檔案可提供給研究者作為探訪人類歷史發展的重要憑證及參考。由於檔案的珍貴價值，造成各國政府紛紛開放檔案供眾使用，然而在達成此項目標之前，檔案館必須盡可能地為檔案資料作描述及分析。為了能使各檔案單位於描述檔案時格式一致，許多國家皆制定有檔案描述規則供檔案人員參考。本研究分別針對國際檔案學會（ICA）、美國及英國所編訂的ISAD（G）、APPM及MAD3三種檔案描述規範進行文獻分析及比較研究，以瞭解國外制定檔案描述規則的發展背景及概況，同時進一步與國內檔案著錄規範的發展情形作一簡單對照。
本研究發現，ISAD（G）、APPM及MAD3這三種描述規則在發展背景方面，均由專業學會負責主導，都能持續修訂，及符合檔案本身特性；但編訂目的、應用地區、標準類型及編訂方式卻不盡相同。在內容編排方面，三者均屬於條文式規則，都能提供範例說明及名詞解釋；但有關編號助記性、款目架構層次、內容大綱及標點符號規範上則有些許差異。在描述項目方面，三者大致都能依據檔案特質來著錄。
根據比較結果，針對制定我國檔案描述規則的建議有以下六點：（1）依據檔案本身特性來制定描述規則；（2）參酌國際標準及國外經驗；（3）擬定相關的配套措施及法令；（4）提供選擇性的條文；（5）編訂相關的使用手冊；（6）提供合宜的範例說明。此外，亦對檔案管理局、檔案專業學會及檔案實務工作者提出相關建議，希望透過三者之間的配合及努力，以順利推動國內檔案描述工作的發展。 |
