This thesis explores the dynamics of “Urban Symbiosis” in Taipei City’s Treasure Hill community. In this informal settlement, various stakeholders engage in daily maintenance, cooperation, and community activation, collectively envisioning and creating what is known as “Artist-Resident Symbiosis”. This study seeks to link the promotion of “Artist-Resident Symbiosis” in Treasure Hill with urban informality literature and “Regional Revitalization” policy, aiming to understand why “Urban Symbiosis” has become a common concern for different stakeholders in Treasure Hill. Additionally, it examines how different stakeholders both understand and experience “Urban Symbiosis” within this informal settlement. Through a series of qualitative research methods, this thesis discusses diverse perspectives on cultural governance and preservation in Treasure Hill, focusing on three themes: “Living Conservation”, “Management and Governance”, and “Community Revitalization”. I argue that the survival of informal settlements is filled with challenges. In this process of survival, Treasure Hill residents continue to participate in cultural governance and become (or are) subjects of preservation by practicing and sharing their community traditions and settlement culture. The main contribution of this thesis lies in narrating the multiple governance framework negotiation processes between original residents whose leases expired between 2021 and 2023 and Taipei City’s Department of Cultural Affairs (DCA), which issued new usage regulations during this period.
