    Abstract: 二十世紀末，各國在政治經濟上的競爭已悄然移轉到教育文化，國民閱讀能力成了下一波建構國家實力的關鍵，許多國家體認到閱讀對國家整體發展的重要性，紛紛投入閱讀運動。美國總統布希於2001年提出「把每一個孩子帶上來」（No Child Left Behind）之教育改革方案，將「閱讀優先計畫」（Reading First）做為政策主軸；英國自1998年起小學增設語文課程（literacy hour），並撥款訓練教師教導學童閱讀；澳洲聯邦與各州政府聯合推動的「國家讀寫與數學計畫」（National Literacy and Numeracy Plan），將閱讀列為核心教育政策。這些方案均顯示閱讀在知識經濟社會之價值，更是國民素質、國家知識文化力量提升的關鍵。而我國在這波閱讀開啟的知識浪潮中，究竟是乘風御浪？還是往下沈淪？端視我國是否準備好開啟閱讀的知識之門。
