Title:	高等教育流動與學術資歷認可

Abstract:	在跨國教育活動中，學生是主要流動人員，近年來學生流動已以數倍的方式快速成長。根據OECD出版的《教育概覽》（Education at a Glance），至2009年，全球已有超過370萬名國際學生。美國、英國、德國、法國和澳大利亞為5個學生主要留學的國家（OECD，2010）。另一項國際調查「全球學生流動2025年報告」則預測國際學生人數將在2025年，增加到720萬人（Böhm et al., 2002）。一些新興的留學地點如紐西蘭、捷克、荷蘭、斯洛伐克共和國和俄羅斯等，留學生的人數也大幅增長（Chiriliuc, 2010）。因高等教育國際化發展所促進的學生流動，現今已引發全球對跨國學習品質確保的關切與資歷認可問題。
